Requirements
Specifically, the officer will: Prepare the annual procurement plan and budget proposal, and coordinate its implementation in accordance with applicable laws and regulations. Prepare and review contract agreements in line with established procedures. Participate in tender openings and commercial analyses in liaison with relevant departments, sections, and units. Contribute to the development and implementation of procurement policies, procedures, and systems for the Association. Prepare and issue tender documents, bidding requests, and requests for quotations for both regular and specialized goods and services. Schedule procurement activities in alignment with approved budgets. Promote and ensure the adoption of best practices in supply chain management. Facilitate the prompt and accurate delivery of goods, works, and services following tender awards or purchase orders. Facilitating receipt, verification, inspection and posting of ordered goods, to ensure compliance to order specifications. Prepare tender evaluation schedules and local purchase/service orders for approval and award. Manage the performance and appraisal of staff within the procurement unit. Participate in periodic stock-taking and inventory control exercises.
At least five (5) years of relevant work experience, with a minimum of three (3) years at a middle management level in Procurement.
