Job Purpose

To manage and deliver effective procurement and purchasing services to all areas of the business whilst establishing best practice procurement and purchasing systems and procedures. The role holder will enhance purchasing processes and align the procurement function with the organizational strategy in supporting the Bank’s operations and mission. In addition, role holder will ensure that best total value is achieved when procuring goods and services whilst adhering to the principles of good corporate governance.

Responsibilities

  • Technical Aspects – 70%
  • Rationalize organizational resources to maximize utilization and reduce expenditure.
  • Receive and review requisitions from users to confirm that specifications are clear.
  • Conduct supplier audits and appraisals and manage supplier relationships.
  • Procure goods and services that meet the quantity and quality expectations of the organization.
  • Negotiate favorable contractual terms for supplies, contracts, and leased assets.
  • Complete and issue Local Purchase Orders, Award Letters, and Contracts.
  • Monitor deliveries from suppliers to ensure conformity with specifications.
  • Prepare, invite, and analyze tenders
  • Business Aspects – 20%
  • Ensure proper filing of records, including tenders, committee memoranda, minutes, and other correspondence within the unit.

Requirements

  • Handle supply-related disputes concerning poor quality, short deliveries, late deliveries, and payment.

  • Monitor purchases relating to capital and recurrent expenditure against the budget.
  • Monitor changes in the supply market and periodically conduct market intelligence surveys.
  • Conduct market research on product development and alternative sources of supply to ensure the Bank maintains a competitive edge.
