Job Purpose
An officer at this level will be responsible to the Director of Human Resource Management and Administration to establish and operationalize the Human Resource Management (HRM) function in County Public Service under Health Wellness & Nutrition Sector; ensuring that all Human Resource matters are well coordinated within the Sub Sector(s) of:
1) Medical Services
2) Public Health
3) Health Facilities
4) Wellness, Nutrition and School Feeding
Duties and
Responsibilities
Plan, organize, coordinate and administer all human resource management activities within the Sub Sector(s) and implementation of HR policies, rules regulation ensuring adherence;
Preparation of HR reports for incorporation in the County Human Resource Management Advisory Committee (CHRMAC) in accordance with the delegated instrument of the County Public Service Board;
Analyzing the utilization of the human resources in the Sub Sector(s) and advice on proper deployment for optimal fit;
Analyzing staff performance and career progression and making appropriate reports for implementation;
Prepare and submit regular proposals on human resource planning and succession management to ensure service continuity and operational stability.
Analyzing impact of human resource policies, rules and regulations in the Sub Sector(s) and advising the accounting officer for proper implementation; and
Offering HR technical support to the Sector HR Committees.
Job Requirement
For appointment to this grade, an officer must have: -
Served in the grade of Assistant Director Human Resource Management or in a comparable position for a minimum period of three (3) years;
Bachelor’s Degree in Human Resource Management or its equivalent qualification from a recognized institution;
OR
Bachelor’s Degree in any of the following disciplines: Sociology, Public/ Business Administration, or its equivalent qualification from a recognized institution Plus a Diploma in any of the following disciplines: Human Resource Management, Industrial Relations, Labour Relations, or its equivalent qualification from a recognized institution;
Certified Human Resource Professional Course- CHRP(K);
Membership to the Institute of Human Resource Management;
Management Course lasting not less than four (4) weeks from a recognized institution;
Proficiency in Computer applications; and
Demonstrated a thorough understanding of National goals, policies, objectives and the ability to translate them into human resource management policies and programmes.
