The role involves analyzing existing ICT policies, engaging stakeholders, and identifying gaps in current frameworks. The consultant will prepare reports and facilitate workshops to validate findings and recommendations. This position aims to align Kenya's digital transformation agenda with sustainability principles and support the country's transition towards an inclusive digital economy. Candidate Requirements: Advanced university degree in relevant field Minimum 10 years of relevant experience Experience in policy analysis and digital transformation Proven multi-stakeholder engagement skills Experience in policy frameworks review and gap analysis Familiarity with Kenya's digital policy landscape Desirable experience with UN or international organizations Fluency in English; knowledge of other UN languages is an asset Result of Service 1. • Conduct an inception phase and develop a comprehensive workplan and methodology for the policy review assignment. • Undertake a desk review of existing ICT, digital transformation, digital platform governance, sustainability, and green technology policy frameworks relevant to Kenya. • Develop a stakeholder mapping and indicative list of key institutions, development partners, private sector actors, civil society organizations, and digital ecosystem stakeholders relevant to the consultancy. • Develop a stakeholder engagement plan outlining the consultation approach, timeline, and methods for each category of stakeholder. • Submit an Inception Report outlining the scope, methodology, workplan, and preliminary findings from the policy review process. 2.: • Prepare and submit the first draft Desk Review Report analyzing ICT and digital transformation policies and their alignment with sustainability principles. • Conduct a gap analysis identifying policy, legal, institutional, and implementation gaps related to sustainable digital transformation and green technology adoption. • Identify existing green technology incentive mechanisms in Kenya and assess their effectiveness and coverage against international benchmarks. • Lead a virtual presentation session with UNEP and key stakeholders to present preliminary findings and gather initial feedback and recommendations. 3.: • Identify and engage relevant government, private sector, academia, civil society, and development partners to participate in the stakeholder validation workshop organized by UNEP. • Lead the technical sessions during the stakeholder validation workshop, document key discussions, recommendations, and agreed actions, and submit a stakeholder workshop report demonstrating how the feedback has been incorporated into the final policy review report. • Submit the final Policy Review and Recommendations Report incorporating all stakeholder feedback and validation outcomes. • Finalize and submit actionable recommendations towards implementation of sustainability principles within ICT and digital governance frameworks for Kenya’s digital ecosystem. • Prepare and submit a final consultancy summary report outlining the methodology, findings, recommendations, lessons learned, and strategic recommendations for UNEP’s future work on sustainable digital transformation and digital platform governance. • Submit all supporting documentation, presentation materials, and final deliverables related to the consultancy assignment Work Location Nairobi Expected duration Three months Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
