UNON supports UNEP, UN‑Habitat, the Resident Coordinator System, and other UN offices in Kenya by providing administrative, security, conference, and information services. This post is located in the Budget and Financial Management Service (BFMS). Job Purpose To provide strategic, technical, and operational support in budgeting, financial management, grants management, voluntary contributions, and implementing partner oversight, ensuring compliance with UN Financial Regulations and Rules and IPSAS. Key Responsibilities Budgeting Provide input into strategic planning, results‑based budgeting, and resource allocation. Review and analyze cost estimates and budget proposals. Support intergovernmental and inter‑agency processes with documentation and analysis. Monitor budget implementation, analyze variances, and recommend corrective actions. Ensure compliance with UN Financial Regulations and Rules. Prepare budget performance reports with variance analysis. Manage staffing table and monitor financial implications of post management. Implement and monitor cost recovery mechanisms and receivables. Accounting, Grants & Voluntary Contributions Review and validate contribution agreements for accurate financial recording. Monitor accounts receivable and apply appropriate financial treatment. Provide advice on grants management policies and donor compliance. Ensure financial transactions are recorded and reported in line with IPSAS. Support audits with analysis and responses to observations. Review reconciliations, open item accounts, and suspense balances. Contribute to development of accounting policies and internal controls. Implementing Partner Management Oversee financial management of implementing partner agreements. Review and approve financial transactions related to implementing partners. Monitor partner financial reports and utilization of funds. Strengthen financial assurance frameworks, including risk assessments. Ensure disbursements align with approved work plans and agreements. Provide guidance on financial management and reporting requirements. General Review financial and operational reports to identify trends and risks. Provide advisory support on financial policies and efficiency. Maintain accurate accounting records and internal controls. Respond to queries from management, stakeholders, and auditors. Supervise staff, provide training, and monitor performance. Lead data collection and analysis for planning and reporting. Perform other related duties as required. Work Experience Minimum 5 years’ progressively responsible experience in finance, administration, or budget. Supervisory experience with performance management required. Experience with ERP systems (SAP) required. Experience with IPSAS framework required. Experience in implementing partner management, grants, trust funds, and donor reporting required. 2 years’ experience in data analytics desirable. Languages English required. French also a working language of the UN Secretariat.
