REFERENCE NO. NLAS/SDDHRM/2/1/2026/3 Qualifications. For appointments to this grade, a candidate must have; At least fifteen (15) years cumulative work experience, five (5) of which should have been at the senior management level or in a comparable position in public or private sector; Bachelors Degree in Human Resources Management, Sociology, Public Administration, Business Management/Administration or equivalent qualification from a recognized institution; Master’s degree in any of the following disciplines: Human Resource Management, Business Administration (Human Resource) or equivalent qualification from a recognized institution; Membership to a relevant professional body (IHRM) or its equivalent qualification from a recognized Institution; A valid practicing License where applicable; Demonstrated merit and ability as reflected in work performance and results; and Fulfilled the requirements of Chapter Six (6) of the Constitution OR Bachelor’s degree in social science with a Diploma or Post Graduate Diploma in Human Resource Management, ICT, Public Administration or equivalent qualification from a recognized institution; Master’s Degree in any of the following disciplines: Human Resources Management, ICT, Public Administration or Equivalent qualification from recognized Institutions; Leadership Course from a recognized Institution; Membership to a relevant professional body (IHRM) or its equivalent qualification from a recognized Institution; A valid practicing license where applicable; Demonstrated merit and ability as reflected in work performance and results; and Fulfils the requirement of Chapter Six (6) of the Constitution. Duties and Responsibilities. Duties and responsibilities at this level will entail; Implement policies, strategies, procedures, standards and guidelines in the provision of Human Resource Management and Development, Administration and Information Communication Technology services; Coordinate functions of support services of Human Resource Management and Development, Administration and Information Communication Technology; Provide technical advice and guidance in all matters relating to Human Resource Management and Development, Administration and Information Communication Technology; Conduct and facilitate training and research in the Directorate; Lead change management process across all relevant departments; Ensure adequate internal controls and compliance with the applicable laws policies and procedures; Analyze monitoring and evaluating functions related to Human Resource Management and Development, Administration and Information Communication Technology Services; Spreadhead the preparation of Board papers on matters relating to Human Resources Management and Development, Administration and Information and Communication Technology Services; Oversee the preparation and management of records and accountable documents relating to corporate services; Ensuring prudent utilization of resources; and Overseeing the training and development of staff in the Directorate.
