Work Location Home based Expected duration 7 Months Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP administers the Nairobi Convention for the Protection, Management and Development of the Coastal and Marine Environment of the Western Indian Ocean (WIO). The Contracting Parties to the Convention are Comoros, France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa and United Republic of Tanzania. UNEP-The Nairobi Convention, under the “Sustainable Western Indian Ocean Programme” (SWIOP) requires a consultant to support the project to undertake a structured and comprehensive capacity needs assessment for relevant ocean governance actors and develop a capacity building programme to address these needs. The overall objective of the SWIOP is to contribute to the sustainable, productive, climate-resilient governance and use of the Western Indian Ocean (WIO), while Specific Objective 1 (SO1), which will largely be executed by the Nairobi Convention Secretariat, will focus on strengthening regional and national capacities to coordinate and collaborate on shared ocean governance. Specifically, this assignment will contribute to Work Package 2 of Output 1.1 which is focused on supporting regional, sub-regional (e.g., via the RECs) and where appropriate, national entities in their development, adoption and evaluation of ocean / SBE policy and strategy development models and coordinating institutional structures. The consultant will initially identify institutional capacity development needs among the proposed Regional Ocean Governance Strategy (ROGS) implementation structures and prepare a capacity development programme to address these needs throughout the 4-year project timeframe. This will require initial virtual engagement and consultation with the proposed Implementation Platforms as outlined in the ROGS and then preparing and delivering an annual in-person training event to address capacity needs among these regional institutions. In addition, the consultant will engage with the previously established Regional Ocean Governance Task Force with a view to establishing this group as a multi-disciplinary advisory/consultative body to guide ROGS implementation.
